Salinas, who has served in Congress since 2023 and previously in the Oregon House of Representatives, shared a series of posts on October 8 and 9, 2025, highlighting her efforts and criticisms of Republican actions during the shutdown.

Salinas, born in San Mateo, California in 1969 and currently residing in Tigard, has emphasized her commitment to addressing health care affordability and government spending issues. She holds a Bachelor of Arts degree from the University of California, Berkeley, earned in 1994.
The ongoing government shutdown has been a point of contention in Congress, with debates centered on health care funding and premium tax credits, which affect many Americans’ access to affordable insurance.
