Webster/Cason Crosswalk Project- The City submitted a Public Notice and Invitation to Bid for the Webster/Cason Crossing Project. This project will provide an enhanced pedestrian crossing with high visibility pavement markings and signage, the installation of Rectangular Rapid Flashing Beacons (RRFBs), a reduction of the curb radius on the northeast corner of the intersection, and four ADA Ramps. Please go to page 67 of the bid documents for those interested in the design. We anticipate awarding the contract at April 11, 2023, City Council meeting.
Gladstone Public Works Facility Project- The City Council approved moving forward with the construction and completion of the voter-approved public works facility. This week the project management/design-build team met and reviewed the timeline. We anticipate the design review application to be submitted in the next couple weeks and it could go before the Planning Commission as early as March 18th if deemed complete. Gladstone Mural Program and Beautification on Portland Avenue Mural-making is a beautiful avenue to engage artists in the community and transform public spaces where visitors wander. Tourism Consultant Lori Bell is finalizing a pilot program to complete two murals on Portland Avenue in Gladstone. Our first mural will be at the Senior Center building; the second location has yet to be determined. A community engagement process will begin at the end of March, and we will identify a second site, solicit artists, and themes. In addition to the program, Lori has prepared agreements with PGE to add LED snowflakes on the west side of Portland Avenue during the holidays and add flower baskets and new banners (thank you, Rotator) between Arlington and Dartmouth on both sides of the street. City of Gladstone Portland Avenue Multi-modal Improvement Project Grant- Thank you to everyone who submitted letters of support for the City’s RAISE application for the Portland Avenue Multi-Modal Improvement Project. Specifically- Mayor Milch, Councilor Huckaby, Councilor Alexander, Councilor Reichle, Councilor Roberts, Councilor Garlington, State Representative Hartman, Friends of Gladstone Nature Park, Happy Rock Dental, Portland General Electric, Mt. Hood Territory, Oregon City Chamber of Commerce, Clackamas Workforce Partnership, Gladstone School District, Gladstone Senior Foundation, and Water Environmental Services (WES).
The funds requested will be for the preliminary design and engineering phase of the project. The narrative involves a re-design and re-construction of Gladstone’s primary downtown corridor while incorporating necessary infrastructure improvements underground. The proposed beautification elements are from the adopted Gladstone Revitalization Plan. We are in the final stages of preparing the application to submit next Tuesday. We will keep everyone updated on the process.
Gladstone-Oak Grove Kiwanis- Police Chief Schmerber (Kiwanian) and I met with President Linda Neace and Kiwanian Steve Johnson to enhance the relationship with the City and Kiwanis. Their mission is a global organization of volunteers dedicated to improving the world, one child, and one community at a time. They will focus on events that raise scholarship funds, as Key Club is an integral part of the Kiwanis program. In addition, they will continue to be involved with the annual spaghetti dinner, pancake breakfast at the community festival, and the Bike Rodeo with the Gladstone Police Department. They also have new ideas, so watch for more information in 2023.
Mass Casualty Impact and Recovery for Businesses- The Public/Private Partnership (P3) Program Managers of Idaho, Oregon, Alaska, and Washington, in partnership with CISA and the private sector, have developed the Private Sector Preparedness Response and Recovery (PSPR2) Seminar Series. The first series, “Mass Casualty Impact and Recovery,” will examine how businesses can better prepare, respond and recover from active shooters and other mass casualty events. Each seminar will include subject matter experts from business and the government sharing critical infrastructure best practices, valuable lessons, and planning resources and tools to assist with mass casualty impact and recovery. The audience is any business interested in learning more, and the series will be open nationally.

City of Gladstone Annual Easter Egg Hunt- Back by popular demand is the annual community Easter Egg Hunt on Saturday April 8, 2023, beginning promptly at 11:00 am. Staff is diligently organizing this year’s event (that is 68 years old ) and we rely on our community sponsors to help fill over 5,000 eggs. If you are interested in donating plastic eggs, prizes, wrapped candy, or a monetary donation to assist with purchasing these items, please contact Hayley Kratz at kratz@ci.gladstone.or.us.
