CITY OF GLADSTONES: Weekly Report from Gladstone City Hall

City of Gladstones issued the following announcement on May 27. 

City Council,

New Gladstone Public Works Facility-  The City held a mandatory pre-proposal meeting for prospective proposers to the Progressive Design-Build Procurement for the  Gladstone Public Works Project. There were four architect firms and three contractors present. The City provided a project overview, discussed the progressive design-build site program, schedule, and budget, and reviewed the AIA contract document. We also provided a brief tour of the area. Proposals are due Monday, June 7th at 2 pm.

Department Land Conservation Department (DLCD) Climate Rulemaking- Attached is a copy of the letter Mayor Stempel signed on behalf of Gladstone regarding the LCDC climate-friendly and equitable communities rulemaking meeting last week, which was asking for more time to work with local government partners to provide needed clarity and plan adequate funding for the implementation. It is still very complicated; however, what we know is that LCDC decided to:

  • Adopt the temporary rule now (5/19) with several changes made during yesterday’s (5/19) commission meeting
  • Repeal the temporary rule and adopt a permanent rule in July (7/21) that addresses more issues than what they could change during the meeting
We will continue to monitor what this means for Gladstone. However, any state mandates are unfunded, and amendments that need to be implemented will need to be budgeted. The WES Budget Committee, comprised of the County Commissioners and the WES Advisory Committee members, voted (7-1) to approve the budget for next year, which begins July 1st.  The budget includes a 5% rate increase for wastewater and surface water and a 5.9% increase in System Development Charges.  The budget is based on a 20-year “lookout” for capital needs and a 10-year financial plan, which allows us to forecast and implement moderate, gradual rate increases necessary to build and maintain the vital infrastructure that serves our community.   The City will bring an updated Master Fee Schedule to the City Council at their July 12, 2022, policy meeting.

1640 Manor Drive- Clackamas County is nearing completion with the cleanup at the “zombie” house located at 1640 Manor Drive. Hopefully, they will be getting this property to the auction by the fall so that the parcel can be redeveloped in the community and placed back on the tax rolls.

Gladstone ADA Ramps Gladstone received grant funds from Clackamas County as part of the Community Development Block Grant (CDBG) to complete nine ADA ramps, not at American Disability Standards. Due to the location and proximity to John Wetten Elementary, the contractor will complete the work once school is out (June 20th). Here are the places;

  • E. Gloucester Street and Chicago Avenue
  • E. Fairfield Street and Harvard Ave
  • E. Exeter Street and Harvard Ave.
4th of July Public Safety BBQ- Yes, the Gladstone Police Department and Clackamas Fire District #1 will host the annual Fourth of July BBQ at Max Patterson Park. Additionally, there will be a Max Patterson Plaque Re-Dedication Ceremony at Gladstone Civic Center-  The Max Patterson dedication plaque has been removed from the old City Hall and refurbished and installed by the flag pole at the Gladstone Civic Center. It will remain covered until the 4th of July, when the family will join public officials to hold a re-dedication ceremony. Stay tuned for details…

High Rocks River Safety Program-  The River Safety Program at High Rocks begins this weekend (Memorial Day). In recognition of the dangerous characteristics of the Clackamas River at High Rocks and because of an unfortunate history of drowning and near-drowning at the site, the City has entered into a memo of understanding with American Medical Response Northwest (AMR) to provide the River Safety Program. The level of teamwork and coordination between Gladstone Fire and the AMR lifeguards improved lifesaving rescue efforts. Still, when personal tragedy was unavoidable, it aided families in knowing that all efforts were attempted. 

Additionally, AMR is hosting a media day and kick-off at Glenn Otto Park in Troutdale today (May 27th). The Troutdale City Council commissioned a bronze statue to commemorate the AMR team, and it will be unveiled at the event. AMR stated that the River Safety Program would not be successful without the support of the City of Gladstone and the Gladstone Fire Department. Mayor Stempel will speak at the AMR statute dedication. Thank you to AMR for this incredible partnership with the City. Please recreate responsibly.
