Oregon City will have a Special Election on May 16, 2023.

NOTICE OF RECEIPT OF BALLOT TITLE BY CITY OF OREGON CITY

NOTICE IS HEREBY GIVEN that the City Recorder of Oregon City has received a proposal from the City Commission of Oregon City to authorize borrowing of money by the Oregon City Urban Renewal Agency for certain urban renewal projects. The City Recorder has determined that the proposal contains only one subject, as required by section 1(2)(d), Article IV of the Oregon Constitution.

NOTICE IS FURTHER GIVEN that the Oregon City Commission has submitted the following ballot title for the proposal:

BALLOT TITLE

CAPTION:       BORROWING FOR OREGON CITY URBAN RENEWAL AGENCY

QUESTION:    Shall the Urban Renewal Agency be approved to borrow up to $44 million for projects in the Urban Renewal Plan?

SUMMARY:    Approval of this measure would not authorize an additional tax.

The Downtown Oregon City/North End Urban Renewal Plan includes projects to improve livability, increase tourism and recreation opportunities, provide for infrastructure investment on blighted properties and create jobs in Oregon City. The Agency has identified three priority projects in the Plan, the Rossman Landfill cleanup and redevelopment, development and mitigation projects at Clackamette Cove, and redevelopment of the Stimson Property on Washington Street. Other projects identified in the Plan include redevelopment of the County Courthouse, improvements at the End of the Oregon Trail Interpretive Center, creation of a downtown railroad Quiet Zone, and new development on the publicly owned 12th and Main Street property.

This measure would provide approval for the Agency to borrow up to $44 million for projects identified in the Plan. The borrowings would be repaid by tax increment revenues collected within the Plan area.

The borrowings may be issued in one or more series, each maturing within 20 years of issuance, and the Agency may refinance the borrowings.

NOTICE IS FURTHER GIVEN that any elector of Oregon City who is dissatisfied with the ballot title may file a petition for judicial review under ORS 250.296 with the Clackamas County Circuit Court no later than 5:00 p.m., February 10, 2023, which is seven business days after the ballot title was filed with the City Elections Officer. Notification must also be given to the City Elections Officer the same day of filing with the Circuit Court.
